A pivotal bill advocating for the creation of Ogoja State has successfully passed its second reading in the House of Representatives, a significant step in the ongoing amendment of Nigeria’s 1999 Constitution.
The proposal, co-sponsored by Godwin Offiono and three other lawmakers, garnered strong support during a plenary session on Thursday.
When the bill was presented for a voice vote by Speaker Tajudeen Abbas, it received an overwhelming response, allowing it to advance to the Committee on Constitutional Review for further deliberation.
Offiono, addressing his colleagues, emphasized the importance of this initiative, stating, “This bill is a vital step towards ensuring equitable representation for the people of the South-South region.”
Amending the Constitution to establish a new state is a complex and rigorous process. Section 8(1) of the Constitution mandates that such a proposal must secure a two-thirds majority from the Senate, the House of Representatives, and local government councils in the affected area, followed by a successful referendum.

The Deputy Speaker, Benjamin Kalu, highlighted the timeline for the amendment process, indicating that completion is expected by December 2025.
He remarked, “Our commitment to this constitutional review reflects our dedication to addressing the aspirations of Nigerians for enhanced governance and representation.”
Since the return to democratic rule in 1999, no new states have been established, making the advancement of this bill particularly noteworthy in the current political landscape.
