ASUP faults FG over poor implementation of IPPIS

The Academic Staff Union of Polytechnics (ASUP) has condemned the poor implementation of the Integrated Payroll and Personnel Information System (IPPIS) in tertiary institutions.

Polytechnic lecturers across the country expressed their dissatisfaction in a letter addressed to the Office of the Accountant-General of the Federation on March 18.

ASUP said it noticed a number of anomalies in the payment of February salaries, ranging from the exclusion of lecturers on study leave abroad, excessive taxation of members to non-remittance of deducted check-off dues of unions.

As such, the union is demanding that the anomalies be addressed before the release of March 2020 salaries, in order to avert any growing unrest in the sector.
The letter reads:
Following the implementation of the IPPIS effective from February 2020 salaries in Federal Polytechnics, our union noticed the following anomalies which constitute deviations from the agreed sector-specific template designed for use in polytechnics.

“One, the exclusion of staff on study leave abroad that is Diaspora scholars. Two, the omission of some categories of staff from the February salaries; three, non-implementation of migration for the lower cadre; four, non-deduction of non-statutory staff welfare deductibles like cooperatives deductions; five, excessive taxation of members; six, non-remittance of deducted check-off dues of unions.

“For the avoidance of doubt, the following protocols which we believe are crucial to the transparency of the entire deployment process are yet to be observed; one, non-release of IPPIS numbers to enrollees; two, absence of a trial payroll for the institutions; three, lack of trained staff to handle the pay rolling process at institutional levels and associated complaints from staff.

“I am therefore directed to request your intervention in the direction of addressing the anomalies as captured (1-7) as well as ensuring the fulfillment of the protocols going forward. These we expect to be achieved before the release of March 2020 salaries, and shall serve to quell growing unrest in the sector.”
